 I. Course Description

The Council of Personnel Officer (CPO) was created pursuant to Section 19, Chapter 14, Book V of Executive Order No. 292 as implemented by Memorandum Circular No. 30, series of 1990. Its birth has ushered in a new era in the field of human resource administration for all human resource management practitioners.

Since then, the CPO has become an indispensable partner of the Civil Service Commission in all its programs especially in people management.

To continuously equip human resource management practitioners with the right competencies, the Civil Service Commission Regional Office No. 1, San Fernando City, La Union in partnership with the Regional Council of Human Resource Management Practitioners in Region 1 will hold the “25th Regional Continuing Professional Education for Human Resource Management Practitioners (HRMPs)” with the theme “Performance-driven Governance Starts with Us – HRMPs”.

The three (3) day learning and development program highlights the need for the continuous enhancement of HRMPs’ knowledge, skills and competencies to enable them to perform their significant roles in rebuilding public trust thru more committed, engaged and aligned workforce for excellent governance. Subject matter experts will tackle topics that will strengthen the participants’ adaptability and resiliency in facing the challenges of the new normal.

 

II. Learning Objectives

At the end of the three-day conference, participants will be able to:

  1.     Understand the core concept of adaptive leadership in governance;
  2.     Appreciate new trends and technologies in building culture of excellence and resiliency in organizations;
  3.     Clarify and apply strategic HR programs and policies in managing workforce amidst disruptions; and
  4.     Foster collaboration and camaraderie between and among CPO Chapters in Region 1.

 

III. Target Participants

The target participants to this conference are the Heads of agencies/offices, elected officials, department heads, department managers, division chiefs, human resource management practitioners, Administrative and Finance Officers, Members of HR Committees such as Human Resource Management Promotion and Selection Board (HRMPSB), Human Resource Development Committee (HRDC or PDC), Performance Management Team (PMT), PRAISE Committee, and other interested personnel.

 

IV. Performance Objectives

 A certificate of completion for sixteen (16) training hours of leadership and management shall be awarded to each participant who has successfully met the requirements of the conference including the required number of training hours.

The program will be evaluated at the reaction level. Participants’ reactions to the inputs and processes of the program shall be the basis in determining the success of the program.
