Despite the challenges and concerns imposed during the COVID-19 pandemic, the Policies and Systems Evaluation Division (PSED) takes pride in reporting its accomplishments relative to the implementation of the Enhanced Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). PRIME-HRM is a flagship advocacy of the Civil Service Commission which aims to elevate public sector human resource management to a level of excellence through the assessment, assistance, and awarding processes of HRM systems, competencies and practices using HRM Maturity Level indicators that are at par with global HRM standards.
For this purpose, the objective of CSC-ROI is to assist agencies in Region I to meet the indicators for Maturity Level 2 in the four HRM areas: Recruitment Selection and Placement (RSP), Performance Management (PM), Learning and Development (L&D) and Rewards and Recognition (R&R) and eventually for these assisted agencies to achieve the PRIME-HRM Bronze Award.
For calendar year 2021, these are the accomplishments of PSED as far as the grant of PRIME-HRM Bronze Award and Recognition is concerned:
(A)For the Grant of PRIME-HRM Bronze Award, the set target was three (3) agencies and CSC-RO1 has accomplished four (4) with two agencies, namely : the Department of Education Regional Office 1 (DepEd-Ro1) and the Bureau of Jail Management and Penology (BJMP) already conferred the PRIME-HRM Bronze Award while the Mariano Marcos State University (MMSU) and Department of Budget and Management Regional Office 1 (DBM-RO1) were already recommended for this award to the CSC Central Office. The docket reports for these 2 agencies were submitted to the Human Resource Policies and Systems Office (HRPSO) on November 29, 2021 (MMSU) and December 29, 2021 (DBM-RO1), respectively.
(B) For the Conferment of Certificates of Recognition, the set target was five (5) agencies and CSC-RO1 has accomplished seven (7) agencies, namely: DepEd-RO1, BJMP-RO1, MMSU, DBM-RO1, DMMMSU, DepEd SDO Candon City, and the Municipal Government of Agoo.
The PRIME-HRM accomplishments of CSC-RO1 is a result of the collaborative efforts, initiatives/strategies of the members of the PRIME-HRM Movers composed of CSC-RO1 Top Management, the Field Office and RO Team of Assistors and the PSED staff as Team of Assessors.
In preparation for 2022, the PRIME-HRM Movers have started the ball rolling by inviting agencies for Consultative Meetings/Dialogues relative to the PRIME-HRM journey during the last quarter of 2021 and the response of agencies has been very encouraging, The following agencies acceded to the invitation of CSC-RO1, namely:
- All DepEd Schools Division Offices in Region 1
- Municipal Government of Bacnotan, La Union
- Municipal Government of Tagudin, Ilococ Sur
- Ilocos Sur Polytechnic State College (ISPC)
- City Government of Urdaneta City, Pangasinan
- City Government of San Fernando, La Union
A significant initiative relative to this activity is getting the commitment of the agency heads of the above-mentioned agencies as well as setting indicative dates for the conduct of agency self-assessment, either supervised by PSED or on their own.
Thus, the prospects in the implementation of PRIME-HRM Maturity Level 2 through-out the Region is very promising with the PRIME-HRM Movers’ sustained momentum and enthusiasm and its collaborative efforts with partner agencies.
